How to Resize a Signature to 140×60 px and 10–20 KB
Some forms validate the signature dimensions and the file-size range at the same time. That means “compress to 20 KB” alone is not enough: you must meet both rules on the final JPEG.

Set the exact canvas first, then optimize the JPEG inside the allowed KB range. Otherwise a later resize can change the encoded size again.
A minimum KB limit is real
Very small signatures can encode below the minimum because most of the image is plain white. Validate both the minimum and maximum rather than checking only the ceiling.
