How to Fix “Photo Dimensions Not Accepted”
A photo can be small enough in KB and still be rejected because its width, height or aspect ratio is wrong.

Compressing a 3000×4000 image may reduce KB without changing its pixel dimensions. If the portal reports a dimensions error, fix width and height first.
Match the form, not a generic standard
Use the exact current pixel requirement shown by the destination. The preset is only a starting point because requirements differ between forms.
Then apply the file-size rule
Once the geometry is correct, add the required maximum or minimum KB as a separate constraint.
