How to Compress a Photo for an Online Application
Do not start by dragging a quality slider down. Start with the actual rules shown by the application form.

Before editing, note the maximum KB or MB, required pixel dimensions, accepted format, and whether the form asks for a particular aspect ratio. These constraints determine the right order of operations.
Resize before aggressive compression
When a portal gives exact dimensions, resize to those dimensions first. Then compress toward the maximum file size. This avoids wasting bytes on pixels the form will not accept anyway.
Verify the exported file
Check the final dimensions and file size before uploading. Many forms validate both, so meeting only the KB target may still produce a rejected upload.
